QuestionThere are approximately 3 little clumps of the southern dewthread growing on a lot that is being cleared. Is it possible to propagate from leaf cuttings and if so, how. I don't dare try to move them, I doubt if I could do it properly.

I checked the weather stats for the Florida panhandle, and it looks like you still have a month of growing season to go before the plant actually goes dormant.
You can certainly do leaf cuttings, but the time to do them is in early summer using the fresh new growth. If there are new leaves still coming up, you need to cut the new younger leaves. Older leaves have a lower strike rate.
Once you have your leaves, cut them into 1-2 inch strips and lay them on moistened peat moss. Cover the plants with plastic wrap and place the cuttings under strong fluorescent lights (not sunlight, or you'll bake them). It'll take about 4 weeks before you see signs of growth.
Otherwise, you can probably remove the plant from the ground if you are very careful to remove a large swath of soil around the plant at the same time. Yes, the plant might have a set back, but it'll recover. Besides, that sure is a better fate than succumbing to a bulldozer!
