Answer
No in general there are few regulations on the distance from a line a tree can be planted. Some Homeowner Assoc. may have some rules. However the limbs that extend over onto your property can be pruned off. The property line runs up as well as along the line. This will make the tree look lopsided but will prevent it from intruding on your land. Also if you are concerned about the roots damaging your poll a trench can be dug along the line and this will kill the root expending into your land area. This will not be too good on the tree and will slow the growth of the tree. I had a tree like this that dropped leaves in my pool and it mysteriously died. The roots will grow mainly in the first 2 feet of soil so a tench will need to be that deep. There are machines for rent that can dig a trench. It does not have to be left open but every 4-5 years it should be re trenched to stop the roots. You can also install a root barrier in the trench this will prevent the roots from growing in that direction. Here is a web link to root barriers. http://www.4specs.com/s/32/32-9452.html
