 will the rate of growth for herb plants under grow light be the same as it would be outdoors in sunlight?thank you

I have started herbs under lights, but only until they have reached the transferable state and then into sunlight. I have experienced the sunlight is the best source. Using morning sun as the best light for good growth. The herbs need the fresh air & rain also.
