I've notice that the base of the Anthurium plant have this brown stuff on it, I would like to no if that is normanl

It is just the natural aging of the plant. As the plant grows new leaves and grows taller, the 'sheath' that protected the new growth will turn brown and will eventually fall off the stems, over time.
Although they are perfectly normal and you really do not need to do anything about them, a lot of people think it is unattractive and removes as many of them as possible.
I usually use a pair of tweezers to remove them from the stems (carefully lift the end/edge and peel it off the stem). Be very careful not to damage the surface of the stem under the papery 'sheath'. You can also use your fingers to remove them if that is more comfortable for you.
