I was given a small pot (~4") of jasmine last year. It bloomed, 1-2 flowers, and grew more leaves but it got bugs (whitish stuff) underneath the leaves. I tried using soapy water and water with vinegar but it kept on coming back so I cut it and took off some of the the leaves. Then winter came (I am from Ontario, Canada) and I have to put it inside the house but it didn't grow any more leaves nor did it branch out. I water it 1-2x a week. It is located in the north side of our house but it gets some morning sun. In the last few days, I noticed some white stuff again under the leaves.
What should I do to make it grow and give me flowers?

The insects are mealy bugs. Put some rubbing alcohol in a spray bottle and spray the plant every 2 days making sure that you get the tops and bottoms of all leaves and the surface of the soil. Consistency is important or they will come back from eggs. By spraying every 3 days you can break the cycle. It will grow better in a south, east or west window. It is a sun lover. Fertilize it once or twice a month with a water soluble fertilizer for blooming plants such as Miracle Grow or one of the generics that is for blooming plants.
