Could you please tell me what the name of this plant is, and how I can make it flower?

It appears to be a hoya vine. To bloom it must be rootbound. It will take about 3 years for it to do that on it's own. Do not repot it. You can take a cutting off your hoya and remove the lowest 4 leaves then dip it in rooting hormone and insert it in the pot beside the parent plant. When you have 4 plants growing in that pot it should get rootbound fast.

I would like to add that it many help once it is rootbound to give the plant 1 teaspoon of epsom salts on top of the soil then water it in. Epsom salts is magnesium sulfate and it caan trigger a lot of plants to bloom when they have never bloomed or have not bloomed in a long time. Plants promote patinece. They live and bloom in their time not ours. Good luck.
