Questioni just bought a pencil cactus plant ( Euphorbia tirucalli ) about 2-3 wks and the pot looks small and i was wondering if it is ok to repot it in a clay pot and when to do so.

It is a very common practice for folks to repot newly acquired plants. However, it is almost never a good idea. First of all, most plants are sold in the proper sized pots, meaning they are moderately potbound. Second, plants undergo stress when they are moved to a new location. They need time to adjust and repotting usually adds to the stress.
You cannot tell if a plant needs repotting by its appearance. A Pencil Cactus has a fine root system that needs to dry out quickly in between waterings. A larger pot will retain water for a longer time and greatly enhances the risk of root rot.
Depending on the size of your Pencil Cactus and the amount of light it receives, it may never need a larger pot. If the ever soil dries out sufficiently (halfway down into the pot) in 3 days or less after a thorough watering, then it might be a good idea to move it to a pot one size larger.
If you don't like the appearance of the existing pot, then place that pot inside of a larger pot that you like better. This double-potting makes for a better look without risking the roots and the health of the plant.
