I have a candy corn plant in a 6" hanging basket.
it seems to be growing and now has a few blooms,
But the leaves always seem to be browning.
I'm on the east coast and have it in a window location.
Any thoughts?

There are several plants that are called "Candy Corn" because of the color of their flowers. The one most commonly given this name is Manettia and I will assume that is what you have, but you should check to make sure you have the proper ID.
Leaf browning can be caused by inadequate light, hard water or improper watering.
Indoors, this vining plant requires lots of bright light, high humidity, warm temps, and evenly moist soil. Hanging right in a south or west windowsill is best. Outdoors it should be left in its existing pot and kept in light shade at all times. Protect it from direct, unshaded outdoor sun at all times.
Water thoroughly as soon as the surface of the soil feels dry to the touch. If your tap water is hard, use filtered or distilled instead.
Keep it potbound to help promote flowers. Fertilize regularly at half-strength when it is growing actively. Keep it well pruned to maintain fullness. Cuttings can be rooted in moist peat moist and perlite inside a clear plastic bag.
Try to find a cool but sunny location for it indoors in the winter. Cool winter temps (50-55 degrees F.) will help promote flowers for next year.
