when transplating fern do you cut off tails hanging over side of plant or just plant them in soil in larger pot

This is not a good time of year to be transplanting it to a larger pot. It is better to wait till after April 1st whe the days are longer. I would go with a pot with a diameter 2 inches larger than the one I am removing it from and I would plant the paws in the soil in the edge of the larger pot. once they hve rooted if you want some new plants you can cut off those paws and put 3-5 in a new pot and start a new plant. Then the old one will grow new paws.  Just wait till the old ones are well rooted before you cut them off. Good luck.
