someone recently gave me a tall palm tree. I don't know what kind it is. It has 3 seperate cream colored smooth stems and at the end of each a lot of slim, long green leaves. It is very tall and doesn't really fit anywhere in the house. I was thinking to cut off the stems and have them develop new roots. I was uncertain how to go about it though. Do I put the cuttings directly in the soil or do they have to start growing roots in water first? Where would be the best spot on the stem to make the cut? Once I do plant them, can I use regular potting soil?

I cannot answer your questions without knowing exactly what kind of plant you are talking about. I need to see a picture or two of it to identify it before you do any cutting on it. If it is truly a palm tree you cannot cut it off and root it but if it is a draceana or yucca or something else that looks like a palm you can cut it off.
