Ti plants which are from the Dracaena group of plants should be grown in moist compost at all times. Watering is reduced in the winter although the compost should not be allowed to dry completely. Having said that I have two dracaenas which have weathered bad treatment from me - suddenly I notice they are drooping and I have forgotten to water them but they always recover, touch wood, after a good watering.
Maybe the article you read meant that watering should be done when the top layer of the compost has dried out?
