Yes it most certainly is ok to cut off the brown leaves - no-one likes to see brown leaves on their otherwise healthy plant do they? If the leaves are lower leaves then turning brown is a natural and inevitable process due to old age!
If your plant has brown leaves higher up towards the crown this is usually because of dry air, draughts, too much sun. They like a light position and to be misted regularly.
I have two dracaenas at home, different varieties, both receive plenty of light but no direct sun - one has been growing for around 13 years - it loses its bottom leaves as a matter of course but is continually sending out new growth from the top, so much so that I regularly have to buy longer canes to support it - only a foot to go before it hits the ceiling!
In time maybe yours will be same! But that does, of course, depend on its type - some are more bushy than others.
