Current Pot
I acquired a 7ft tall, 27 year old Yucca plant some months ago. I was advised by the previous owner how often they had watered, summer and winter and i have been following this pattern succesfully. I have noticed however that some of the lower leaves are turning brown and i was told that it needs a larger pot.
Questions
a. Should i repot and if so how much larger than the pot it is in, which is 22inches in diameter.
b. Are the leaves turning green not a normal process of the plant growing?

It looks like you have an inside pot and an outside pot. I am assuming that it is tne outside pot that has the 22 inch diameter. It looks like the inside diameter may only be about 18 inches. If you transplant it move it to a pot that the diameter is the same as the outside pot. Keep in mind that if you repot it into a larger pot it will grow taller so if you do not want it to grow taller you may want to repot it into a pot the same size it is in now and just refresh the soil a bit making sure you use potting soil mixed with sand.
I suspect the problem of the leaves turning brown is a light problem. I have the same type of yucca and it goes out side under a shade tree in the summer because outside they sunburn easily. Inside during the winter the lower leaves always turned brown because they were below the window and got no light. Last year we remodeled our home and put in a French door. It now sits in front of the east facing french door and gets sunlight all the way down to the pot level so none of the leaves have turned brown at all this winter.
I do cut mine down during the summer whenever it gets over 6 feet tall and use the part I cut off to start another plant to give to friends. The old trunk always sends out new side shoots and my plant is renewed and kept at a managable height even though it was a house warming plant 29 years ago. Good luck with yours.
