QuestionI have a spanish dagger. Do I need to cut the nice center growth in order for the outer shoots to grow faster? If so can I do it now? I am looking for the multi trunk look?

No, You just have to be patient. It is a slow growing plant and those outer shoots grow best with age. If you cut the center shoot the plant will focus it's growth on replacing that instead of growing the outer shoots. I am assuming that this is outdoors in the ground in a tropical area. A dose of half strength water soluable fertilizer now in June, and again in August would be beneeficial. Below is a web site that tells more about your plant:
