The answer to the 1st question is it depends on where you live and the 2nd question it depends on what plant they are on!
If you live where the temperature never falls below 40 degrees then yes, your croton plant can be planted outside in the ground. If it gets colder than that it must stay in a pot but it can go out for the summer in the pot.
If it is a small plant I use rubbing alcohol and spray it twice a week for 4 weeks making sure I get the fronts and backs of all the leaves and the soil surface before youy stop.
If it is a large plant with spider mites I go to a garden center and pick up a systemic insecticide that is reccommendoooed for spider mites. Good luck.
