Unidentified plant needs help!

Needs Help
My husband brought this plant home about a year ago and I have no idea what it is or what to do with it! Right now it's about 1 1/2 ft tall in a 13" pot. It doesn't get much sun at all except in the late afternoon for about an hour or so, and I water it about once a week with tap water I leave sitting out. I thought about whacking it right under where the leaves are starting to look better and trying to root it, but I'm not sure if that's such a good idea or not. Any help or info would be much appreciated!

It is a dracaena, probably a dracaena warneckii or corn plant. The light it is getting is fine. It is in way too large a pot. Most house plants like to be somewhat rootbound. This plant should not be in a pot with a diameter larger than 6 inches.  If you want to keep it in this pot you need to get 2 additional plants about the same size and add them to the pot so there are 3 plants in the pot. Then water the plant about the same as you have been and the plant should be able to use the water in that amount of time and it will soon be a lot healthier. Good luck.
