QuestionI removed a yukka from my yard, and thought I had removed all the root, but it is still trying to come up in my new landscaping. Is there anything that will kill a yukka without causing damage to other plants and grass?

No. If you continuosly remove any green that sprouts before it gets more than a few inches tall the root will eventually die but you have to be very persistant as the yucca will be. Every little piece of root left in the ground will try to grow. It may be easiest to temporarily repot your new landscaping and move it and apply a few applications of Roundup, but then again it may take up to a year to completely eradicate the yucca. Sorry the answer is not more encouraging.Good luck.
