Rooting powder is a hormone that is supposed to stimulate root development. Its effectiveness is minimal and rarely makes the difference as to getting roots to develop on plant cuttings. Personally, I don't bother to use it. It certainly does no harm and it might help a bit if you want to spend the money and try it.
To use it, dip the cut ends of the cuttings in water and then in the powder. Then insert the cutting into damp potting mix. If you have healthy cuttings and manage to keep the soil moisture level just right, then your cuttings will develop roots. If you don't control the soil moisture, then the rooting powder is not going to help.
