QuestionI was just given a calle lilly in a pot, about 5 to 6" diameter and about 12 to 14" high. From a previous answer about calle lilly, I realize I was probably not watering it enough as the leaves are wilting and the flowers are sagging. My question is how do I know if I need to repot it so that it has more room for roots? I am also a bit confused to truly how wet the soil should be before it is time to put it away for winter.

No, it does not need repotting. Give your plant more water and fertilize it then move it to the sunniest location possible. Hopefully that will make it perk up. The more sun the better. If it perks up that was your problem.
If it does not then it was probably blooming for some time before it was given to you and it is naturallly fading. As the leaves turn yellow now or later you should cut back on the amount of water by half for about two weeks as the plant slowly fades, then stop watering it completely. When it is dry and the pot feels light weight it is time to put the pot in a brown paper bag and store it in a cool closet as I earlier described. Good luck.
