QuestionI have a Howea Forsteriana. I have noticed a cottony white substance on the new growth. I have cleaned them off with alcohol, but am wondering if this is a fungus or pest problem?
Would I be better off just moving the palm outside?

What you have described is mealybug. A solution of rubbing alcohol and a squirt of liquid soap is an effective treatment for mealybugs, provided you get thorough coverage of all leaf and stem surfaces. Pay particular attention to the crevices where the leaves emerge from the main stem.
Kentia palms are low to moderate light plants and do not do well outside unless they are in shade at all times. As long as you can keep yours close to a window indoors, it should be fine.
