Sticky Goldfish plant

Hi,
I planted some rooted cuttings from a friend's plant in a clear glass vase about 8" tall--it's a little narrow at the top, standard florist's fair!  I used a mixture of topsoil, river pebbles, and sphagnum moss and it seems to be doing well after my move about 8 weeks ago to an office with windows and bright indirect light.  There are several new shoots coming up in the vase/pot, which I take as a good sign.  But...there is a sticky substance that I see on the neck of the vase.  I've seen some small "things" on the stems of the original cuttings, but could never positively ID if they were some kind of pest or not.  The plant has continued to look healthy and grow, though, so no apparent problems.  
Any thoughts would be appreciated, including what I should do to treat.

You have bugs.  Not sure what kind though.  Go to your local greenhouse and ask them for a foliar spray to get rid of them.  Use this every 7 days for 3 weeks.  If you see them come back do it again.
