yes i have found me a wondering jew and it needs to be repotted could you tell me if plain old potting soil will be good enough and should i put it out side in the summer time so it can get the bright sun light iam new to this have no idea about how to take care of this thing i just found it in the trash

I would use regular potting soil but add extra perlite to give it better drainage. Do not move it to anything larger than a 12 inch hanging basket.  It would love to be outside for the summer in full sun.  It will become much brighter colored in the sun than it would indoors. Good luck.
