Question
I live in La Porte IN it is a a bamboo plant in like a roundish kind of bowl i got it a garage sale a lady was selling them and its in rocks

Without knowing exactly what kind of bamboo plant it is it is very hard to give you specific instructions. It sound like it is in a shallow bonsai pot and in bonsai soil which is very rocky. Keep it in the sunniest location possible. when it is warmer you can put it outdoors for the summer. You will need to water it whenever it seems dry which may be daily in warmer weather, fertilize it using a Miracle Grow type pertilizer once every two weeks since the plant get any nourishment from the soil.  If you don't want to have to water it as often you can move it to a slightly larger pot but don't put it in a too large pot or it will be too easy to overwater it.
