I have another keiki growing on another phalan.plant. the plant is dying but the keiki looks healthy. It has 3 leaves but only 1 little root about 1/4 inch long. Should this be cut off the mother plant and planted.

If you don't have sufficient root mass to anchor the plant in its own pot, you can try a twisty tie. Wrap it around the base of the plant just above the root and place it into the pot before adding the potting mix. The twisty tie can act like an artificial root until sufficient roots have been generated in the potting mix.
