When to cut out plants in a perennial garden

I was wondering when I can cut plants that are done blooming and are starting to turn brown.  I have poppies, bleeding hearts, columbine, some sort of daffodil or maybe its a peacock something.  I have a pretty big garden, and I don't want to kill anything by cutting it down too early.  I normally cut it all down in fall and it comes back really well in the spring and summer.  Plus I was wondering if I can transplant the poppies this summer or should I wait to do it in the fall or summer.  I live in Wisconsin.

Hi Patti,
Thanx for your questions.  Go ahead and cut back your perennials that have shriveled up and are either yellow or have already turned brown.  Dig up poppy roots in the late summer or early fall and transplant them in the desired location.  I hope this helps.
