Perennial identification

My sister has a perennial in her garden we have been trying to identify.
It has white flowers that are like a single phlox flat petal around the outside, but has a smaller flower in the center.
the leaves are somewhat like mint/monarda family with a slight fuzz to them.  They are shaped like a small maple leaf.  See the attached picture.  The picture is larger than the actual flower.  The plant is bushy and about 2 ft tall.  It is blooming right now in Southeastern Wisconsin.

Thanx for your question.  It looks like Oakleaf Hydrangea to me.  Take a look at the link below.  If that's not it, do you have a good picture of the leaves?  Is this a shrub and how big is it?
