Planting perennials in April in N. Virginia

Question
Hi Tom!
I have had lovely perennials shipped to us for our lakeside house that's for sale.  I need to get them in the ground ASAP as they're getting root bound in my raised garden that I tarped during last week's freeze (31 degrees again in D.C.'s western suburbs.  Can I plant them yet?  The weather forecast only goes out a week and don't want to wait another 2 weeks / May 1st, if I don't have to do so.
Thanks SOOOO MUCH for your time and expertise in advance, mi amigo nuevo!
~ Hillary

Answer
Hi Hillary,
Thanx for your question.  I really doubt we're going to have any more freezing weather and if perchance we do, it's not going to be devastingly cold.  So, I would go ahead and plant my perennials and give them a good side-dressing well-composted cow or horse manure.  Water well but make sure soil is draining well.  If we were to get a freak cold streak, cover the plants with a sheet and they will be fine.  I hope this helps.
Tom
