By moon plants, I'm going to assume you're talking about jimsonweed, thornapple, Angle's Trumpet, Devil's Trumpet, Hell's Bells, Jamestown Weed which botannically is known as Datura stramonium. The plant is not illegal per se but three states, Connecticut, New Jersey and Tennesse have passed legislation to control it. This is according to the National Drug Intelligence Center of the U.S. Department of Justice. The plant is often abused by teenagers as a cheap high but the plant can result in death. I grow it in my yard because of the beautiful flowers and it does grow wild throughout most of the U.S. Most people around where I live don't know what it is and I just keep it that way but I see it growing all over the place. Some Native American tribes use the plant for religious ceremonies. I hope this helps.
