hi there,
I bought 4 hydranza annabelle last year. This year all four started with small leaves. but one is showing full leaves but rest of two has very small growth. 4th one lost all the small leaves. They are located in the south east side get morning to afternoon sun. Pretty much covered with mulch and regularly watered.  this a spring time but most of the places annabelle is growing just fine but these three are showing very small growth. Please help

Thanx for your question.  Where are you located?  What kind of winter did you have?  What kind of soil do you have?  How many hours of sun do the plants get.  Let me know and I'll try to provide you with as helpful of an answer as possible.
