Seattle is a marvelous city. I spent two weeks there teaching a class through my employer and it was my first time in the Pacific NW.
If you trim your lavender now, you may not get any blooms this year or it will be late summer or early fall. Always trim lavender (and you can cut it down to about 3 inches above ground) in the late fall after the first frost. This helps the plant renew itself and makes for better blooms. I hope this helps.
