Thanx for your question. Yes, it's time to put perennials to bed for the winter in Central Ohio. You can safely cut back your peonies to a couple of inches above the ground. For the hostas, I would clean them up next spring. Allow the leaves to act as a mulch for the hostas unless you absolutely can't stand the untidiness. I hope this helps.
