My peoneies have white all over the stems and leaves.

Hi Chris,
Thanx for your question.  It sounds like your peonies have white mold.  In the fall, I cut my peonies down to the ground and throw away all old plant material.  This helps maintain sanitary conditions for the plant growing area and reduces the chances of diseases like this.  Here is a link I think you will find helpful.
