Answer First be sure that you have good soil. If it has too much clay, put some sand on top and it will eventually sink in. The fertilizer that I recommend 100% is "Millorganite" found at most nurseries. It is an organic fert.
I also would take your claw hoe and score the ground around your flowers so the sand will settle in. Other things that are good for soil are topsoil and gypsum, but these are not to be put on top, they need to be dug in.
