Knockout roses leaves twisted/curled in sections

2nd year of knockouts, doing great except some plants now have sections of twisted curled leaves and small buds/blooms. Looks like white spots on some of the non curled leaves
Is this a fungus or insect damage

Any advise?thanks

HI Jack,

If the white spots are powdery looking, then it is a fungus called Powdery Mildew.  It will cause the leaves to curl and be mis-shaped. It is caused by very damp and cool days and nights.   Once the head of summer returns it will go away.  

Funginex from your local store will get rid of it.   This is a spray and please follow directions carefully for your protection.
