How do I treat my rosed for leaf miners?

Leaf miners can be different types of insects at the larva stage. Rose bushes will not be badly damaged or die from being attack by leaf miners, they just make the leaves look ugly. Because the larvae chews on the leaves, any systemic type of insecticide works best.Or just spraying the insects with horticultural oil will suffocate them.  If you are organic, keep an eye out for the eggs on the leaves in May and August and pick the leaf off if you see it is infested with the leaf miners.
