Most fertilizers will not be activated until the weather warms up . If you garden in an area that gets a cold winter, I would wait until the new growth starts when it is warmer. But in warmer areas, go ahead and fertilize after you have pruned. If you are using a chemical type of fertilizer then roses can't make use of the nutrients until the weather is over 70'. Organic fertilizers can be taken up when the roses starts to leaf out in the spring.
