pruning rose, fragment memories

Question
In san francisco, 94122, fog area.  My fragment memories container rose grows stems 5-7 feet tall thus flowers are too high.  How do I grow the plant to get shorter stems.

Answer
Rose bushes are like humans in that they are programmed by DNA to grow to a certain height and a certain way such as thin or wide. In your warm climate, even if you pruned them back hard, they will still try and reach their allotted height. Some roses will not bloom well until they reach a certain height. Some roses prefer certain climates and will do better than others when they get what they like. Your rose sounds like it loves your climate and so has better vigour because of it. AllI I can suggest is that the next time you prune it, cut the outside canes right back to 24 inches and the center ones to 30 inches. This will make it look like a bouquet of flowers with some that are much shorter.
