I planted tree 1 MO. ago and the leaves on the lower part of tree are full of little holes. some are almost all eaten

Your rose is being eaten by some sort of insect probably rose slugs. Any rose spray for insects will get rid of them. Just be sure you also spray all around the base of the rose tree as that is where thy go after eating and then they climb up again to eat.
