Knockout Rose Disease

Yellow Gunk
I have 4 knockouts that we purchased two years ago.  They have been doing well until a few weeks ago when the leaves started turning yellow.  I have been applying a fungicide to the bushes.  They are still putting on new growth and bud, but the plants look terrible.  Just today I noticed some bright yellow "gunk" at the base of the plant.  It looks powdery in appearance but when touched it is wet.  I did some research and I think it has a virus, but not sure.  I have attached one picture for you but have a couple more if you are interested in seeing them too.  Thank you.

Your photo shows a slime mould, here is some more information for you. It has  nothing to do with the roses, it just happened to be in the same area.

Rose leaves turn yellow because of too much or too little water or rain. They can also go yellow because of the weather suddenly getting very warm. When you say your roses look terrible, are you describing just the yellowing of the leaves?
