knockout tree rose off shoots


Question
My rose tree was staked when planted and the stake was never adjusted so has almost worn the tree in two pieces and it has quit blooming.  However, 2 very long new straight rose shoots have come up from the rose tree base.  Is it possible to have a new rose bush from what is left of the knock out rose tree?  How would I go about doing this?

Rose trees are made by starting a Rugosa rose plant and getting it to grow to about three feet. When it puts out any side shoots they are rubbed of to make sure the stem is clean. The they bud a modern rose on the top. What is coming from the base will not be the top modern rose but the Rugosa rose. If you want to you can cut the stem off right to half an inch above where the shoots are coming off from. That will make a Rugosa bush for you.
