Queen Elizabeth Rose-one blows the othe wont

Four years ago I bought two Queen Elizabeth roses, that first year they both grew large and beautiful.  I cut them back at the end and now every year after that only one blooms one year and the next year the other one blooms. Right now I have one starting to take off and the other one looks like just sticks sticking out of the ground. What am I doing wrong?  It gets partial sun and where it's at it stays pretty moist all the time. I thought about transplanting it, though I am worried that I may loose it all together. Where I live, West Virginia, the weather is unpredictable.

Queen Elizabeth is a very vigorous rose and puts all it's energy into making growth the first couple of years so none is left over for blooms. Also Queen E dislikes to be pruned hard and is better left with no pruning at all except for cutting off the dead or disease growth. Many gardeners have said that if you prune this rose, many times it will die back and it does sound like the one that isn't doing well may be resentful of any pruning. I would give the roses your usual care but no pruning and see if they improve.
