How can I get my 3 year old lady banks rose bush to bloom?  It has never bloomed.

Your Lady Banks is acting normally. This rose only blooms on second and third year wood. So what Lady Banks does is make a lot of vigorous growth the first few years and then starts to make flowers when she has slowed down on the vigour for making canes. Then you will get loads of flowers on this beautiful rose.  I think you will see a big difference next spring in the Lady.
