Question
For the first time, my rose bushes are producing the usual big, fat buds which, however, dont open. We have had 30 days of straight rain here and I am wondering whether too much water can have this effect.

Gardeners are really being hit hard with weird and different than normal weather. Some are having high heat and some are getting far too much rain like you. Both will cause the buds to not open. But just to be sure it isn't caused by an insect, take one of the buds and cut it open to see if there are any tiny creatures roaming around inside.
