AnswerThere is a tiny insect called a Rose midge and they lay their eggs at the base of newly formed small flower buds. When the eggs hatch they insect eats the buds and so destroys it. You should be able to see a tiny pin hole at the base of the buds. Break open the buds and see if there are very tiny insects in them or tiny worms. Ortho puts out a good spray for rose insects. Just make sure that says it kills rose midges.
