Small Bugs on Knockout Rose (not aphids)

Rose Bush Bugs
Hi Lynnette.  (Zone 6-A) We just planted a knockout rose last weekend and now there's small brown ash-colored bugs on it.  They have a tube ">" shaped body and when they feed, their back ends are up.  Hope that just made sense!  Anyway, I've never seen these before so I don't know how to treat to get rid of them.  Can you help me?  I've attached a picture to try to help identify. It's a little fuzzy, but the brown things are the bugs.  Also, they eat holes in the leaves & flowers.   Thanks, Lynnette & have a great day!

The damage to the leaves looks a lot like a rose slug or rose sawfly. There are different types but they all suck the juices out of the leaves leaving tiny bald spots. If the damage isn't a lot, you can take the leaves off and kill the insects on them. If it has spread to other rose bushes, then any type of rose spray for rose insects will solve the problem.
