AnswerIt is a rose midge that is causing your problems. These tiny winged insects lay their eggs in the flower buds and when they hatch in the spring they eat the flowers which damages them and causes the tip growth to be stunted and the edges to die and go brown. I have heard gardeners give good reports on Bayer's Advanced Garden and Rose Insect Killer. Just follow the directions on the package. I honestly don't know of any organic solution which can get rid of these tiny little insects because they hide in the buds. Take off any damaged looking buds and put into the garbage as they will have the insects in them.
