AnswerDouble decker tree roses are interesting but can be difficult to care for. Yes you can cut the top one off but be very careful and make sure you cut it off just at the base of the thick main stem and no further. Then I would keep an eye out for any growth from that area. It depends on what the modern roses were grafted onto. But I am sure the leaves will be different so you can see which is the modern roses and which is the main stem rose. I would jut rub the growth off with your fingers as it will be young and soft. That way you won't accidentally snip the main rose.
