AnswerYou should be over any nasty three day frosts, but in April you can get a surprise. The end of the month would probably be better if possible. All that the rose needs to keep it alive and healthy is to have it's roots in some sort of soil, put in a pot and placed somewhere it is as cool as the outside so it won't start to grow. Placing it in a warm area will start it into growth which can be killed when you plant it outside. The rose needs a minimum of 6 hours of full sunshine. So anywhere it gets morning sun to mid afternoon would be be best, or even more sun. because you want to enjoy the rose, try and plant it somewhere you can walk by it.
