AnswerIt is hard to tell what is eating the rose leaves but here are some reasons for you. It is usually an animal ,such as a deer, that eats all the leaves especially if they are eaten higher up. Caterpillars will eat a lot of leaves but not the whole bush or climber but they come in the spring or early summer. An insect called a cutter bee cuts half circles of the rose leaves to make blankets for the young bees. Beetle have a very good appetite and cause a lot of damage if there is an infestation of them. Because rose leaves will fall off in your area it won't cause any harm to your roses but it would be interesting to find out just what and who is eating them. Why don't you try this and see what happens. Select an area of the roses and spray with Windex with ammonia in it. Animals are repelled by it.
