AnswerIn your area you can plant roses until the ground is too hard to dig. When you receive the plants, they will be dormant and as long as the ground can be worked, then that will be okay. Keep in mind that Indian summers are only nice and warm in the daytime but can be really cold at night. It will take more than that to activate a dormant rose into growth. The usual rule is to plant roses when the soil below ground stay cold. As you will be planting your rose bud union around 5 inches below the soil, warmth on the canes should not start them into growth. It is the bud union that needs the warmth to start the rose canes growing.
